An annexation of 67.579 acres into the village of Sunbury — that has been tabled for several months — was finally approved during a recent Village Council meeting.
The annexation approval was delayed until a pre-annexation agreement could be crafted and signed by the property owner, Finnearty Golf LLC. The property, formerly Sunbury Golf Course, is located at 1349 Golf Course Road.
Council members approved the pre-annexation agreement and suspended the rules and emergency language on Aug. 5. That move paved the way for council members to approve the annexation.
Council members approved adding emergency language to the annexation ordinance before approving the legislation, eliminating the statutory 30-day waiting period before it became effective.
Village Solicitor David Brehm said the pre-annexation agreement is similar to the pre-annexation agreements council members had approved in the recent past.
“This acreage is next to the Price property,” Brehm said. “This has similar sewer language, and they’ve agreed to the terms of the Northgate New Community Authority.”
The development team of Joe Looby, Scott Walker and Vince Romanelli made an informal presentation during the June Sunbury Planning & Zoning Commission meeting, showing a 151 single-family home plan for the site.
Looby said the first issue being worked on is connectivity between their development and nearby developments. He said the development’s main connection would be on Golf Course Road, with a secondary connection through Sunbury Meadows, the Pulte Homes development.
“It makes sense for all developments to work together,” Looby said at that June zoning meeting. “The architectural standards would be similar to Sunbury Mills — sidewalks on both sides of the street, but no walking trails.”
Looby said lots would be 70 feet and 80 feet wide, 140 feet deep; and a rear setback divergence from 40 feet to 30 feet would be requested to allow for patios.
The site has topography problems, several wetlands and off-site drainage issues that would need to be resolved, Looby said.
In other business, council members awarded a contract for the 2015 Village Square street improvements to Strawser Paving Co.
Strawser was the lowest of three bidders at $413,599.25.
Sunbury consulting engineer Wes Hall said a construction schedule would be sent to business owners around Village Square to alert them to possible inconveniences caused by construction activities.
“We understand there’s going to be hiccups,” Hall said. “But the construction site will be cleaned up and secured for the weekend of Sunbury Sizzle & Sounds.”
