Delaware police report:

A driver was found to be in possession of a substance that police believe is crack cocaine Thursday just before 3:30 a.m. The stop was made in the area of West William Street and Rock Creek Drive for a traffic violation. During a search, police found what they believe is crack. The substance was sent to the crime lab for confirmation. No charges had been filed Thursday.

A woman reportedly lost her cellphone after leaving a business in the 200 block of South Sandusky Street Thursday afternoon. An employee of the business told police they saw a man pick up a cellphone in the parking lot earlier. A report was taken and the phone was not recovered.

Officers discovered a single marijuana plant was being grown at an apartment complex in the 200 block of East Central Avenue Thursday afternoon. The matter is under investigation.
