Harlem Twp. road project OK’d

Delaware County commissioners on Monday approved making road improvements in Harlem Township.

Commissioners’ resolution approves the necessity for improvements to Harlem and Woodtown roads.

“The county engineer has determined that minor widening of Harlem Road (County Road 17) along with the replacement of an existing bridge located west of Harlem/Woodtown Road intersection, including ditch improvements on Woodtown Road east of the intersection, are required to improve safety in the area,” reads a clause of the resolution.

“This project would make improvements to the replacement of a bridge and approaches in the Harlem/Woodtown Road area east of Sunbury Road,” said county Engineer Chris Bauserman. “This is probably a 12- to 18-month process in terms of design, and then we’ll have right of way (acquisitions) and utilities (easements), so we’re probably still three years from construction on this project.”

When asked by Commissioner Jeff Benton, Bauserman estimated the total project cost at $2 million to $3 million.

The resolution also approves “the assistance of a consulting engineer for the purpose of preparing surveys, plans, profiles, cross sections, estimates and specifications for said improvements.”

Bauserman said Crawford, Murphy & Tilly Inc. of Columbus was chosen through a qualifications-based process. The professional services contract with the firm is for $209,276.35, plus an additional $31,639.64 if authorized.

Commissioners on Monday also approved:

• A cooperative project agreement with Orange Township trustees for the Lewis Center Road and North Road improvements.

• A child placement services contract between the Department of Job and Family Services with child placement provider Fox Run in St. Clairsville.

• Right of way work permits with Columbia Gas to install a gas main on Powell Road and with Del-Co Water for road boring on Sawmill Parkway.

• A contract with LexisNexis VitalCheck Network Inc. for payment processing, which was recommended by the Delaware General Health District.

• A maintenance amount and reducing escrow agreement for the Ravines at Alum Creek as part of the Africa Road projects.

• Purchasing land from four property owners for the South Old State Road widening project.

• Extending the filing date for the Winding Creek Estates Section 4 subdivision drainage petition.

• An owner’s agreement and ditch maintenance petitions/assessments for Cheshire Wood Section 2.
