Delaware police report:

A man was intoxicated at the main branch of the Delaware County District Library on East Winter Street Monday afternoon. Police were called after the man was asked to leave and refused. Police found the man in the back of the library. Police say his speech was slurred and he was unable to maintain his balance. He was arrested and held at the city jail until he was sober.

A drunken driver was spotted in the area of U.S. 23 and Cottswold Drive Monday night. Police found the suspect’s vehicle parked on the side of the road. Officers said they found an unconscious woman inside the car with alcohol containers around her. Officers forcibly entered the car and took the intoxicated woman to Grady Memorial Hospital. Officers also learned she had a juvenile passenger while she was drunk earlier in the day. The woman was later charged with OVI and child endangerment, and taken to the Delaware County Jail.

A man reported his watch was stolen Monday night on East William Street. Officers located an individual with the watch who said that no theft occurred and said he was given the watch as collateral in a drug deal. Police confronted the first party who acknowledged the watch had not been stolen. Police charged the man with falsification.
