Commission approves 13 planning requests

The city of Delaware’s planning commission unanimously approved 13 requests for rezoning, expansions and future developments Wednesday.

City Council will make the final approval for each requests.

Among them are Pulte Homes’ final development plans and subdivision plats for 129 homes — a majority of them at the Communities of Glenross on Cheshire Road. Commissioners also approved the pool house and recreation area at the same development.

While the pool house will be open only for the subdivision’s residents, an established home owners association could decide to open the area to the public as a potential revenue stream, City Planning Director David Efland said.

But the recreation area, consisting of sand volleyball, paved basketball courts, a sledding hill and an open field, will be available to the public, he added.

The city decided within the last 10 years to transfer ownership and responsibility of subdivision parks to a HOA, while still being open to the public, Efland said.

“The difference is long-term maintenance,” he said.

Efland said he couldn’t hazard a guess as to how many subdivision parks are open to the public in addition to the more than 20 “community-scale” parks, owned and maintained by the city.

In other business, the commission approved items for two separate projects.

Commissioners approved the Delaware Housing Corp.’s request to rezone 0.88 acres near Chelsea Street. DCH purchased the property in November 2014 to expand the Londontown Apartment complex’s parking lot by 20 spaces with the inclusion of a 1,400-square-foot play area, all of which would be surrounded by a security fence and connected to the exiting clubhouse and sidewalk.

Ownership of Henderson Trucking, 124 Henderson Court, received approval from the commission for exemption of a final development plan to expand the 11,000-square-feet facility by an additional 2,000 square feet for storage purposes.

The next planning commission meeting will take place on Sept. 7.
