Commission considers rezoning site along US 23

The city of Delaware’s Planning Commission will consider rezoning requests for the Coughlin’s Crossing development project along U.S. Route 23 at tonight’s meeting.

The developers gave a presentation to the commission and about 30 people that attended the meeting in October. The 80-acre site, located north of Meeker Way and west of Stratford Road, would be developed into six different sub areas: Stratford North, Stratford South, Northern Quad, Central Quad, Southern Gateway and U.S. 23 Quad.

Project highlights include preserving the historic Janes Home and Barn and building 24 single family homes, three commercial/residential buildings that total 80,800 square feet, an open space named as Stratford Commons and a 98,700-sqare-foot big box retailer with 470 parking spaces.

After the first meeting, updates were made to the original proposal. Due to location in respect of residences, some sub-areas cannot have a commercial patio or any outdoor music or entertainment except in the Central and Southern quads, which are located near the southwestern corner of the site.

Additionally, staff provided clarification about including a gas station in the project, said Planning & Community Development Director Dave Efland.

The project proposes that only one gas station can be built on the site at either the Northern or U.S. 23 Quads. If built at the former, the facility will need to be associated with big box retailer. But if built at the latter, it has the option to be a standalone gas station, Efland said, but the facility would need to meet design standards as set forth in the development text in both cases.

The commission will meet at city hall, 1 S. Sandusky St., 7 p.m. in council chambers.
