The Coughlin’s Crossing development project will move forward after the city of Delaware annexed the final portions.

Delaware City Council added last week more than 22 acres for the 80-acre site located between U.S. Route 23 and Stratford Road, north of Meeker Way. Council approved the rezoning and preliminary development plans for in December.

City Planning Director Dave Efland said the Delaware Development Plan LTD is expected to submit the first final development plan for the first phase, which could include the construction of the bike paths, public roads, utility infrastructure and landscaping.

The development breaks down the site into six sub-areas and could include an assisted living facility, preservation of the Janes House and Barn for a potential tenant, 24-single family homes, three mixed-use buildings with a total of 80,800 square feet with 49 apartments, an open space known as the Stratford Commons, and a 98,700-square-foot big box retailer with 470 parking spaces.

The project would take three to five years to complete if it starts this spring.
