Delaware police report:

An investigation was started after it was reported a homeowner in the 200 block of South Washington Street had illegally connected to the City of Delaware water service. The investigation is ongoing.

An officer was dispatched to Kroger on Houk Road Thursday evening to investigate a shoplifter. Police learned a man attempted to leave the store with merchandise he had not paid for, but was apprehended by store security before he could leave. He was charged with petty theft.

Police were called to investigate a suspicious vehicle in the area of River Forest Apartments Friday just after 1:40 a.m. Upon investigation, a man inside the vehicle was charged with possession of marijuana paraphernalia.
