City of Delaware gives updates on public works/public utilities projects

Updates on a several city of Delaware projects were heard at the Public Works/Public Utilities Committee meeting last week.

“The Park Avenue waterline project is completed. Park Avenue will be resurfaced in spring 2016,” said public utilities director Brad Stanton at Tuesday’s meeting.

Last July to November, OURS Excavating of Mount Gilead installed 2,500 linear feet of water pipe from South Washington Street to Curtis Street. Where needed, curb lawn turf restoration will also take place in the spring.

The design of Bernard Avenue storm water improvements is completed, Stanton said. Phase one of the project begins this spring. When completed, 4,500 linear feet of new storm water pipe and 2,000 linear feet of storm water ditch improvements are expected to be made from South Liberty Street to U.S. 23, including sections of the Ohio Wesleyan University campus.

The city has received a $152,900 grant for three canoe/kayak access sites from the Ohio Department of Natural Resources Division of Watercraft. The sites — two at Mingo Park and one on Cherry Street — should be completed by early summer, in time for the annual Northern Olentangy Watershed Festival.

Stanton said the city’s sanitary sewer collection system master plan will be completed in April 2016. The plan updates the 2000 master plan. A city staff handout said the project includes “sanitary sewer flow monitoring, development and training of a sanitary sewer flow model, identification of sanitary sewer capacity constraints, and recommendation of sanitary sewer capacity improvements and associated costs.”

Among the other projects expected to be completed this year are the Veterans Memorial Plaza between the Delaware Community Center YMCA and the National Guard Training Center; and the Veterans Park, which includes a splash-and-play toy. The city’s dog park is completed, but will not be open until the spring.

The city’s 2016 budget said that the public works department’s building maintenance division “will oversee the second phase of HVAC (heating, ventilation, air-conditioning) repairs and upgrades at City Hall, planned for 2016.”

“Not included in the 2016 budget is a comprehensive plan appropriation but I can report that work has begun,” wrote City Manager Tom Homan in a letter to City Council. “Staff is updating zoning and housing maps and soon will focus on transportation and sewer plans. The projected timeline is that 2016 and 2017 will be used for these tasks, and to audit the current comp plan’s goals and objectives vs. what has been completed, as well as for community engagement. Writing the actual document would begin in 2018, with adoption projected for 2020. More than likely, a consultant will be necessary to assist this effort, and this will need to be reflected in a future budget, probably in 2017.”
