Two finalists for the Delaware County administrator position will be interviewed by county commissioners on Tuesday, Feb. 16.
Both candidates are currently working in county government. One is from central Ohio, and one is from out of state.
The candidates are:
• Carl E. Geffken of Reading, Pennsylvania, chief operating officer of Berks County, Pennsylvania, who has degrees from Binghamton University and City University of New York. Geffken has more than 25 years of financial experience, which includes working for several departments in New York City, the National Association on Drug Abuse Problems, Brooklyn Botanic Garden and the city of Reading. Geffken’s resume summary said he is “a seasoned senior executive that is capable of managing organizations of all sizes and conditions and who is particularly strong in turning around troubled organizations or projects.”
• Bradley Lutz of Ashville, Pickaway County’s administrator, who has two business degrees from Ohio University. Lutz’s 10-year career includes positions in the State Auditor’s Office and Fairfield National Bank. He is also chairman of the board for the Pickaway County Chamber of Commerce and a former president of the County Administrators Association of Ohio. Lutz’s resume summary said he is a “results-oriented county administrator with strong emphasis on fiscal responsibility and ethical management of county departments and funds.”
Michael A. Frommer of Powell, a corporate vice president and professional engineer, and Paul Wise of Westerville, the Genoa Township administrator, were previously interviewed by commissioners. A total of 30 people applied for the position.
A county administrator is responsible for many of the county’s day-to-day administrative operations and implements the policies of county commissioners. The administrator is appointed and attends commission meetings, but does not vote.
The qualifications for the Delaware County position included having a bachelor’s degree in public administration, finance, business or a related field and seven to 10 years’ post-graduate experience. “Must have related work experience demonstrating competence in long-term planning, management and prior supervisory experience,” the job posting said. “At least five years as a manager or assistant manager in local government preferred.”
Assistant county administrators Dawn Huston and Seiji Kille are serving in the position, replacing Tim Hansley, who retired Jan. 15.
