Delaware City Council approved a road resurfacing project and the completion of the Millbrook subdivision at its meeting Monday.

First, council approved a cooperation agreement with the county to resurface Warrensburg Road. The county Engineer’s Office finalized its 2016 resurfacing list and included Warrensburg from State Route 37 to State Route 257. The amount of the road that is within the corporate limits is 25,000 square feet of pavement.

“Warrensburg Road is a collector roadway currently in ‘C’ condition but is rapidly approaching ‘D’ condition,” said the council fact sheet from city staff. “The road is deteriorating faster than anticipated. Partnering with (the county) to resurface the road at this time is the most cost-effective way to address the pavement condition.”

Asphalt and a stress-absorbing membrane interlayer will be applied. In addition, a camera for vehicle detection at the Warrensburg leg of the traffic signal at Route 37 will be provided.

The total cost of the project is $503,013.36; and the county’s share is $458,365.23. The city’s share is $44,648, which has been factored into the public works resurfacing budget for 2016.

“Our part is roughly 9 percent of the project,” said Bill Ferrigno, the city’s public works director and engineer.

Next, council approved section 2 of the Millbrook subdivision along Cobblestone Drive. The drawings call for 40 single-family lots on 10.26 acres at Ridgefield Drive and Ellicot Road.

It was noted that the legislation included an unusual condition approved last week by the city’s Planning Commission: “Within 30 days of City Council approval all of the mowing and landscaping, including mulching and weeding and painting of the fence shall be installed and maintained in perpetuity on the Medrock LLC., property located on the west side of South Houk Road and extending west on West William Street shall be completed or no housing permits on the Millbrook Section 2 Final Subdivision Plat (2016-1011) shall be issued until said work is completed and inspected by the city.”

A representative from Medrock told council there were no code violations with the landscaping. However, Facebook comments to The Gazette suggest residents have experienced difficulty in selling due to the lack of upkeep in the area, and are glad the issues will finally be addressed.

Council also approved:

• A one-year extension to phase one of the Stockdale Farms subdivision at the northeast corner of Braumiller and Pollock roads, due to expenses.

• Purchasing up to 1,000 tons of road salt at $75 a ton through the Ohio Department of Transportation’s cooperative program.

• A new liquor permit for AMVETS Post 0102, 485 Park Ave.

• Allowing the police department to keep providing National Webcheck Background Check Services.

• Selling two outdated public utilities department vehicles for $4,000 or more: A 1988 Mack concrete truck and a 2006 Marathon hot mix transporter.
