Delaware’s City Planning Commission recently approved plans for apartments behind the Glenwood Commons Shopping Center.
Phase two of The Preserve at Quail Pass for 141 single-story apartments on 22.3 acres on the south side of Mill Run Crossing between the city’s Wetland Park and Glenn Road were unanimously approved on Sept. 2 after there was no public comment on the final development plans.
The approval was granted with 12 conditions, including that the “development would be required to participate in the Delaware North New Community Authority which assesses properties an additional 7.5 mills for the purposes specified by the authority including the provision of improvements to Glenn Road,” stated the city staff report.
The 28 apartment buildings would all be single-story, two-bedroom units with two-car garages and 28 visitor parking spaces. The units will be in three design styles — the majority in a 28-foot wide by 68-foot long unit with a front-loaded garage; a 38-foot wide by 52-foot long unit with a side-loaded garage; or a 28-foot wide by 73-foot long unit with a back-loaded garage.
The exterior of the units would include vinyl siding with limestone veneer wainscoting, pitched roofs, gables, decorative garage doors, asphalt shingles, single hung windows with colonial pattern flat grids, the staff report said.
There would also be a one-acre open space with a gazebo, grill and benches. It will be connected by pedestrian pathways surrounding the site. The existing mound in phase one would be extended to the eastern property line.
Rents will be $1,350 to $1,600 per month.
The first phase of 94 apartments on 15.7 acres was approved in 2013. A third phase of 105 apartments on 20.7 acres is expected in the future. When completed, the development would consist of 340 apartments on 55.8 acres.
“We’re pleased with the success we’ve had in Delaware,” said John Lateulere, representing the applicant, Redwood Acquisitions LLC. “We’re excited about phase two.”
Phase two will go before City Council for a first reading on Monday.
