Council to hear survey results on citizens’ attitudes

Delaware City Council will hear about the results of a survey of community attitudes before its regular meeting today.

At 6:30 p.m. in City Hall, Marty Saperstein of Columbus-based public opinion research firm Saperstein Associates will present the results of a recently conducted “Community Attitudes Survey.”

The survey was drafted from comments and questions by council and staff, and given to a random list of registered voters. The sample size is 400 completed surveys.

Council’s regular meeting is expected to begin at 7 p.m. Among the items on the agenda:

• A resolution on approving additional funding for Veterans Memorial Park. On June 22, Delaware’s recreation levy subcommittee recommended re-allocating $350,000 from the levy’s contingency funds to make up a deficit in constructing facilities and the playground for the Veterans Park near the YMCA off South Houk Road. The current funding is $1,870,000 for the park, but is insufficient to pay for it as planned. The re-allocation would bring the total to $2,220,000 which should be enough to pay it in full, officials say.

• A resolution to put an issue on the election ballot regarding the limiting the length of the city’s current recreation levy. Voters would decide in November whether to eliminate the .15 percent recreation levy when the debt services of $23.8 million have been repaid. Council member Andy Brush has asked for the referendum to ensure that future council members do not borrow against the income tax increase which was approved in 2008.

• An ordinance to hire a permanent part-time position in the finance department.

• An ordinance authorizing shared space use at the Ohio National Guard Delaware Training Center.

• Discussions about putting signs on city vehicles promoting other organizations.

• A request from Troy Township for water service.

• An update on the Parks and Natural Resources Director position.

Council normally meets the second and fourth Mondays of the month, but members changed the date to today.

At recent meetings, council has alternated between meeting at City Hall and Mingo Park due to air-conditioning issues.

A change to an earlier start time in the summer months has also been proposed.
