Delaware County commissioners have approved resolutions that may reduce duplication of services.

Commissioners last Thursday approved Canton-based CourtView Justice Solutions Inc. (CJS) as a vendor for third-party payment processing services online, based on a recommendation by the county clerk of courts.

“We are in the process of upgrading our entire system,” said Clerk of Courts Jan Antonoplos. “The entire upgrade will be beneficial to the county in a lot of different ways. Most importantly, it will eliminate a lot of double scanning.”

CJS was also recommended as an “ePay Plus” vendor by county Treasurer Jon Peterson and Chris Betts from the county Prosecutor’s Office.

Next, commissioners appointed Sue Ware, assistant director of Job and Family Services, and Stephanie Scribner, coordinator of the county Family and Children First Council, as prevention specialists to the Ohio Children’s Trust Fund (OCTF), Central Ohio Child Abuse, and Child Abuse and Child Neglect Regional Prevention Council.

Scribner explained that revenues from surcharges on birth and death certificates and divorce and dissolution decrees fund the OCTF, which earmarked funds based on the number of children in each county. However, with the 2016-17 state budget, the countywide model will be replaced with a regional model, where Delaware will share funding with Crawford, Fairfield, Fayette, Franklin, Knox, Licking, Madison, Marion, Morrow, Pickaway, Richland and Union counties.

“The intent of the state OCTF office is to reduce duplication of services, to promote shared services,” Scribner said. “It has some merits and some drawbacks.”

Also, commissioners approved the purchase of a new automobile for the Office of Adult Court Services; and appointing Assistant County Administrator Seiji Kille as the county’s representative to the board for the Central Ohio Interoperable Radio System, which is also represented by Dublin, Hilliard and Worthington. The radio system works in each jurisdiction on medic runs and police pursuits.

Commissioners did not meet Monday due to lack of a quorum.
