Delaware police report:

A man was spotted masturbating in the parking lot outside the Bureau of Motor Vehicles on U.S. 23 North Wednesday afternoon. Police arrested the man and charged him with public indecency.

A woman scratched a man’s face in a parking lot in the 1000 block of U.S. 23 North Tuesday evening. The man said the woman had already left when police arrived. He provided them with her first name but declined an investigation and charges because he said he would be fine. A report was taken to document the call.

Four minors were arrested during a traffic stop on South Sandusky Street Thursday just before 1 a.m. A police officer pulled over the vehicle for a traffic violation and found that the four occupants of the car, two males and two females, were all under the age of 21 and had all been drinking. All four were arrested and charged with underage consumption.
