City Council gave its city manager a 2 percent salary increase Monday.
With a relatively light meeting agenda, council had a third reading of an ordinance covering City Manager R. Thomas Homan’s employment agreement, which was unanimously approved.
The agreement states that Homan’s 2014-15 hourly salary of $64.93 will be raised by 2 percent to $66.22.
“Mr. Homan will serve as city manager at the will of the City Council and nothing herein will be taken to suggest or imply guaranteed tenure,” the agreement states.
The city operates under a council-manager form of government. Council appoints the city manager, who is the city’s chief executive and administrative officer. The city has nearly 300 employees and an operating budget of about $45 million.
Homan has been the city manager here since 1999.
Council also approved three housekeeping resolutions as part of its consent agenda.
First was a resolution to participate in a cooperative purchasing agreement with the Ohio Department of Transportation for road salt. “The city will be requesting an estimated 1,000 tons of road salt to replenish the material used during the 2015/2016 winter maintenance snow and ice management program,” said a fact sheet provided to council. The estimated cost for the salt is $75 a ton, or $75,000 total.
Another resolution approval allows the city to again apply for an Ohio Small Cities Community Development Block Grant Allocation Program through the Ohio Development Services Agency. The city would seek $70,000 for street repaving to East and West Harrison Street between South Liberty and South Harrison streets (primary project), and Wade Street North and Moore Street (alternate or supplemental project); and $12,000 for fair housing and administration. The application deadline is June 17.
Lastly on the consent agenda, a resolution was approved to appoint “the public works superintendent of solid waste management as the city’s representative to the Delaware, Knox, Marion, Morrow (DKMM) Solid Waste District policy committee.”
