Delaware police closed part of U.S. 23 South Friday afternoon after a moving truck hauling a tanker was spilling tar along the road. Police report Richard D. Huston, 45, of Carey, Ohio was issued a summons to Delaware Municipal Court for a violation of a city ordinance regarding a leaking truck load. Traffic was diverted and backed up until the road reopened Friday evening.
