Delaware County Commissioners approved an agreement Thursday for property title search services for the Ohio Department of Agriculture easement purchase program.

Scott Stephens, Delaware Soil and Water Conservation District administrator, approached commissioners asking for their approval of Title First Agency Inc., Columbus, to conduct a title search for farmland in Porter Township.

Commissioner Gary Merrell in the past has been concerned that the program blocks the possibility of future county easements to build roads and utilities on preserved land. He asked if appropriate easements were in place for the protection of any future land owner’s interest.

Stephens told the commissioner that he was working with Aric Hochstettler, assistant prosecuting attorney, and ODA.

“Aric has been in conversation with the ODA council,” Stephens said. “It appears that we’re very close to having an agreement or something that we’ll bring to the board for your review and approval.”

Commissioners approved the title search company to do a search for the 188.33-acre Gabriel property located on Harlem Road at an estimated cost of $2,407.

In March 2016, commissioners agreed to be local sponsors of the Local Agricultural Easement Purchase Program that preserves farmland for future agricultural use and prohibiting any future sale of the land for industrial or housing developments.

In other business commissioners:

• Approved of a $27,000 supplemental appropriation for Jobs And Family Services.

These appropriations are necessary for miscellaneous expenses,” said Job and Family Services Director David Dombrosky. “The contract to provide the support to the families will actually be reimbursed in the future from the Safe Families Community Grant.”

• Accepted and approved the Prevention, Retention and Contingency Plan for the Department of Job and Family Services Public Assistance Program.

“The state requires every two years a biannual review of every agencies PRC plan across the state,” Dombrosky said. “It requires an advance of your approval … .”

• Accepted a $51,716 grant award from the Ohio Department of Mental Health and Addiction Services to the county juvenile and probate court for the Delaware County Family Treatment Court Program.

• Authorized submitting an application for a $30,000 grant request to the Ohio Department of Mental Health and Addiction Services for the 2018 specialized docket support for the Delaware County Family Treatment Court Program.

• Approved a contract between the commissioners and Feinknopf, Macioce, Schappa Architects for plan review services on an as-needed basis and not to exceed $10,000.

The commissioners will not meet on Monday, Aug. 28. The next meeting will be held at 9:30 a.m. on Thursday, Aug. 31.
