Kintner Crossing coming to Sunbury

SUNBURY — A public hearing for the Kintner Crossing rezoning application was heard at Sunbury’s first City Council meeting of the year on Jan. 4.

The engineer’s report for that meeting described Kintner Crossing as a “New small lot single family and town home development north of Cheshire Road and west of West Cherry Street. The development consists of 81 small lot single family and 107 town homes on a 39.9-acre site.” The report’s project update also said at that time, “Council approved the rezoning.”

During the hearing, two residents had concerns about traffic, safety, density, flooding and rentals.

The zoning application was submitted for Highland Real Estate on Nov. 28, 2022. It said the proposed Planned Residence District was currently vacant agricultural land. As of June, it remains so. The application said the rezoning was “in keeping with the spirit and intent of the City of Sunbury Comprehensive Plan.” This was in part because the city’s Future Land Use map “recognizes the need for a transition of uses and intensities between the existing residential on the north side of Cheshire Road, and the future alignment of Sunbury Parkway.”

The engineer’s report for the Feb. 1 council minutes said Kintner Crossing was in the planning phase and “rezoning approval is being considered by council.” Then in the Feb. 15 minutes it said, “Rezoning was approved by council.”

At that first meeting on Jan. 4, council also:

• Approved a New Community Authority for the Sunbury Meadows subdivision.

• Tabled a site plan for storage buildings at 601 W. Cherry St. at the applicant’s request.

• Approved a more gender-neutral Sunbury Rules of Council for 2023.

• Heard Sunbury Mayor Joe St. John’s “State of the City” address, previously reported on in The Gazette.

On Jan. 18, council approved:

• Purchasing property at the southern end of Morning Street.

• Purchasing a crack-sealing machine.

• Purchasing a PipeHunter mini-combo sewer cleaner truck.

Sunbury’s Council members are Damin Cappel, Cindi Cooper, Tim Gose, John Grumney, Dave Martin and Murray Neff. Assistant Law Director Vic Whitney and Engineer Wes Hall were among those also present at the Jan. 4 hearing.

On March 1, council approved holding Trick or Treat night on Oct. 31 from 6-8 p.m., with a rain date of Nov. 1.

At the March 15 meeting, council approved issuing a charitable solicitation permit. Also approved was the spongy moth aerial treatment. The March 29 meeting was cancelled.
