Phase 1 of Coughlin’s Crossing set for review

Coughlin’s Crossing is back on the Delaware Planning Commission’s agenda Wednesday night.

The commission will consider the final plan for the first phase of Delaware Development LTD’s planned mixed-use development, located north of Meeker Way between Stratford Road and U.S. 23. The commission will also consider a final subdivision plat for the more than 77-acre site and the vacation of Stratford Drive.

City Council approved the rezoning, preliminary plan and subdivision plat and conditional use permit late last year, according to a staff report to the commission.

For the latest proposals, the report said: “The subject side would be subdivided from the existing 15 parcels to eight developable lots and four reserve areas while vacating Stratford Drive, which provides access to the Stratford View Subdivision that is accessed from U.S. 23. The Final Development Plan Phase 1 (infrastructure) would allow the construction of the public spine road, main trunk utilities including storm water basins, the bike path and the northern landscape buffer adjacent to Elliot subdivision.”

Coughlin’s Crossing will have retail, office space and residential uses with associated parking and green space.

The overall intent of the first phase plan is to create “the necessary subarea lots and to make the lots pad ready for the commercial sale of these lots,” according to a memo to the city from the Mannik Smith Group, one of the developer’s consultants. “It is our understanding that any lots to be split/developed in the future will be required to obtain Final Development Plan approval at the time of the development. The project will include a very large earthwork effort and it is best for the development to do this all in one stage.”

Additionally, the developer will be expected to pay $100,000 up front or plant 1,000 caliper inches of trees upon approval of the final plan for the first phase. That leaves it with a balance of $307,200 to be paid on per acre basis as the site develops. The developer cleared away about half of the site’s trees to meet a March 31 deadline set by federal regulators.

In other business, the commission will:

• Review a concept plan review of the Burr Oak Commons on about 20.06 acres, located on the north side of state Route 37 west of Westfield Shopping Center and east of the Lantern Chase subdivision. No action is expected with comments expected to be non-binding. The review will help highlight areas of concern. Treplus Communities is interested in putting up 25 buildings that will have 92 single-story apartments for residents ages 55 and older.

• Review amendments to the city’s subdivision regulations of the planning and zoning code. The Building Industry Association of Central Ohio initiated a series of meetings with engineering and planning staff to bring concerns about the current process for developers.

Part of the concerns relate to when Council accepts public improvements on its consent agenda for final approval.

“Typically, this has been a fairly perfunctory step in the process that could be performed at the staff level,” a staff report said. “… Revisions to the Subdivision Process are clearer, more user friendly and increases the speed of the approval process without compromising the subdivision regulations, zoning code and the general health, safety and welfare of the community.”

The commission will meet at City Hall, 1 S. Sandusky St., 7 p.m. in council chambers.
