During a reception Friday afternoon for incoming Delaware County Fair manager Sandy Kuhn, she was introduced to members, friends, employees and vendors of the fair by outgoing manager Bill Lowe. Posing for a quick photo at the fairgrounds, Lowe jokingly offered Kuhn the “keys” to the Delaware County Fair.
